ADOT Emergency Projects

At various locations throughout the state, excessive rainfall during the 2004/2005 winter caused unanticipated roadway failures throughout the state.  Tristar prepared emergency procurement contracts on behalf of ADOT and provided construction administration services for each project.

US 191 MP 220.9 Emergency Roadway Reconstruction
South of Alpine, AZ

Award Date: July, 2004

Completion Date: October, 2004

Original Budget:  $62,956

Total Project Amount:  $28,761

As the result of a tanker fuel spill and subsequent cleanup on the Historic Coronado Trail along US 191approximately 35 miles south of Alpine, Arizona, a large portion of the roadway had to be significantly reconstructed.  The fuel spill had environmentally damaged the roadway and contaminated the surrounding embankment.  Tristar was subcontracted by ADOT to perform construction administration and inspection for this emergency project to restore the roadway as soon as possible.  The cleanup of the site removed pavement and embankment material to a depth of 60 feet, which also uncovered underground spring water.  The roadway was reconstructed using virgin material from a nearby approved source and utilized a large-scale subsurface drain to address the emerging spring water.  Tristar’s efforts on overseeing the contractor’s work and timely document processing, allowed this project to be completed in a very short time frame.  Tristar received a letter of accommodation by Mr. Ron Casper, PE, Safford District Engineer, recognizing Tristar’s Resident Engineer, John Akin, PE, and his “can do attitude”, along with his professionalism and solutions to complete the project a month ahead of schedule.  Along with ADOT, other jurisdictional agencies, Apache National Forest, Arizona Department of Environmental Quality, Arizona Game and Fish and Arizona Department of Public Safety were also involved in this project.

US 89A MP 343.7 - Emergency Retaining Wall Repair

Award Date: January, 2005

Completion Date: March, 2005

Original Budget:  $255,405

Total Project Amount:  $251,156

Due to several consecutive rainfall events during the winter of 2004/2005, a portion of a retaining wall failed along the northbound lanes on US 89A just south of the Town of Jerome, Arizona.  This project was complicated by the surrounding topography, with rock-cuts and slopes commonly graded steeper than 1:1, as well as the presence of an underground high-pressure water line which was the sole source of water for the Town.  ADOT subcontracted an emergency contract with Tristar to perform the construction administration.  The work included removing and replacing the guardrail, installing a soil nail wall, replacing the rock fascia to match the remaining wall, and replacing the asphalt paving.

SR 87 - Emergency Slope Stabilization

Award Date: January, 2005

Completion Date: June, 2005

Original Budget:  $89,000

Total Project Amount:  $95,975

As the result of a significant amount of rainfall during the winter of 2004/2005, several slope failures had occurred in the vicinity of Slate Creek on SR 87, a mountainous area with steep slopes.  In addition, two existing retaining walls also failed because of storm water runoff and caused temporary lane closures of SR 87.  The two failed retaining walls were completely removed and the excess material was used to stabilize a large embankment fill near Slate Creek.  Many other slopes were reshaped and regraded where the existing material could not support the existing slopes.  All the disturbed areas were seeded and protected for erosion control.  Tristar provided an inspector to oversee the construction of soil nail walls.
